DENIS ROUSSEAU, president
Mr. Denis Rousseau became president of the Commission on January 18, 2021 for a five-year term.
Mr. Rousseau holds a master’s degree from École nationale d’administration publique and completed a bachelor’s degree in French literature, an undergraduate certificate in psychopedagogy and postgraduate studies in the didactics of French at Université Laval . He has acquired more than 25 years of experience in higher education. He was director general of Cégep de Rosemont from 2019 to the time of taking office at the Commission, prior to which he held various positions in the college network. From 1994 to 2002, he was a professor of literature and communications at Cégep de Beauce-Appalaches, where he was also program coordinator for four years, and then academic dean in 2006-2007. In addition, Mr. Rousseau held the position of assistant program and teaching resources director in 2002 2003 and that of dean of studies and international affairs between 2013 and 2019, at Cégep de Trois-Rivières. He also acted as project manager for college education at the Ministère de l’Éducation, du Sport et du Loisir from 2007 to 2009. At the university level, he held the position of director of student services and academic coordinator in Québec, Trois-Rivières and Sherbrooke for École nationale d’administration publique, from 2009 to 2013, as well as director general for Centre universitaire des Appalaches from 2003 to 2006.
Since the early 2000s, Mr. Rousseau has participated in different evaluation undertakings, particularly in those related to institutional evaluation, the evaluation of success plans, and the evaluation of the effectiveness of quality assurance systems in colleges, either during his employment in the college network or as an expert for the Commission.
DIANE CYRENNE
Diane Cyrenne was appointed by the Quebec Cabinet on November 27, 2019. She took office on January 6,2020 for a five-year term.
Ms. Cyrenne has worked in higher education, both in teaching and research and in management. At the time of her appointment, she was in charge of the student success support office at College Mérici, where she also held various positions during her career. She worked there as a teacher and internship supervisor for about 20 years and was involved as a researcher in several research projects in collaboration with academic colleagues. Ms. Cyrenne also taught as a lecturer at Université Laval at the undergraduate and graduate levels. Lastly, she was in charge of pre-university programs at the Ministère de l’Éducation during a secondment.
Ms. Cyrenne holds a bachelor’s degree in psychoeducation from Université de Trois-Rivières as well as a master’s degree in psychopedagogy from Université Laval. She also completed her bachelor’s degree in special needs education and her doctorate in psychopedagogy. Ms. Cyrenne received a number of awards during her schooling, including a merit scholarship during her master’s studies.
JEAN-DENIS MOFFET
Jean-Denis Moffet was appointed by Cabinet as a commissioner on November 29, 2017 by Cabinet. He took up his duties on November 30, 2017 for a two-year term, which was then renewed until June 2022.
Since the start of his career Mr. Moffet has worked in the field of college education, with a particular focus on evaluation and research. He began as a teacher of French and literature at Cégep de Rimouski for around ten years, before moving to a position as a teacher and researcher for the assistance program for research and learning (Programme d’aide à la recherche et à l’apprentissage). From 1983 to 1985 he had the opportunity of teaching in a secondary school in the city of Oujda, Morocco. From 1994 to 2000, he was responsible for designing and validating the examination in the language of instruction and literature at the college level and for coordinating the teams of teachers supervising correction at the Ministère de l’Éducation, du Loisir et du Sport. From 2000 to 2006 he was responsible for general education subjects at the college level and coordinated the committees of professionals and teachers, also at the college level. He then worked until 2016 at the Conseil supérieur de l’éducation, first as the coordinator for the Commission de l’enseignement collégial, then as the interim director of the Direction des études et de la recherche.
Mr. Moffet holds a doctorate in education (psychopedagogy) and a specialized Bachelor’s degree in French studies from Université de Montréal, as well as Master’s degree in education from Université de Sherbrooke and a certificate in education from Université du Québec à Rimouski.
LIBÉRATA MUKARUGAGI
Ms. Libérata Mukarugagi took office on August 7, 2019 for a five-year term.
Ms. Mukarugagi has been working in the higher education sector for many years. She was most recently assistant director of studies at Cégep Saint-Jean-sur-Richelieu. She previously served as an educational advisor in the program department of Cégep du Vieux Montréal, a position she held a few years earlier at Cégep Édouard-Montpetit. Ms. Mukarugagi also served as an educational advisor to the Commission scolaire des Patriotes and the Commission scolaire des Trois-Lacs. She was a lecturer in the graduate level micro-program for initial training in college education at Université de Sherbrooke as well as a lecturer in pedagogy at Université de Montréal. Since 2016, she has served on the Commission as an expert member, as part of the evaluation of the effectiveness of college quality assurance systems.
Ms. Mukarugagi holds a master’s degree in pedagogy (measurement and evaluation option), from Université de Montréal. She also completed a master’s level program in measurement and evaluation at Université Laval and obtained a bachelor’s level degree (licence) in pedagogy from Université du Burundi.
